Spinner Spoon Rod for Washington Winter Steelhead

What rod would you recommend for tossing 2/5 oz spoons and spinners out on the Kalama and Lewis from the Bank? A spinning rod would work better for me as I do not have the skill for a baitcaster. Also what reel would you match the rod up to?
