When a rod is considered properly balanced, what does this EXACTLY mean.

A little bit subjective here in that each angler may define this a little differently. For me, a perfectly balanced rod is one that, when held in the hand with the reel on the rod, balances right at the reel seat (i.e. if you only hold the rod by the tip of your first finger right under the reel seat, the rod will not tip forward or backward...it "balances").
