No real difference the 1308 is rated as a boat rod, the 1314 as a bank rod casting, rated for casting weight and bait. I personally like the 9 ft version the G 1326, virtually the same rod only longer.

I've got the 1314 and love it for mooching and trolling here in AK. It's perfect for kings and silvers, and even the little pinks can be some fun. I've also used it jigging rockfish in shallow water, and it worked great with the smaller jigs.
