I am looking for a Kokanee rod that could be used with lead-core line and also on a down rigger.
Is this possible or would you need separate rods?

You can use the same rod it is just up to personal preference on which model you like. I would take a look at our new CGR 802 L. Great little Kokanee rod. Hope this helps.
also an xcc 801 would work great i use mine for both plugging steelhead and for kokanee
Tight lines
I'm no expert but don't advise it on a Jarrod Johnson Kokanee rod. The new white one's work much better than the red ones. Lots more eyes too.
