I need advice for a rod for striped bass plugging from bay shore in Northern California. Should I get a spinning rod or casting rod? Since I will be fishing from shore, I prefer one for better casting distance. And I also want to know which reel will be the best combination. Thanks!

It will depend on your preferance. I personal prefer to use a levelwind but the vast majority of surf casting is done with a spinning reel. So I would cast them both and see which one you prefer. Hope this helps.
