I have the above referenced rod blank. It seems as if it would make a nice smaller fly rod, but may also be a decent (maybe a little wippy for me) spinning rod blank. Does anyone have information on this blank? What was it intended to make?

Fiberglass fly blanks start with a FL, the FW designation was used for a 1 piece fiberglass freshwater blank.
Looks like you have a fly blank there, I used one to make a travel spinning rod for my dad. He loves it, but as you said a bit whippy for my personal taste.
No one knows as much as all of us.
It was first intended as a fly rod but a lot of folks made them into travel spinning rods and they have worked quite well. Like you mentioned a little wippy but for a spinning rod it should work great for you. Hope this helps.
