Is possible to use this blanks?

Please, the blank Tri-Flex Graphite Inshore, TXC 84 1M, and the blank International Sardina, I 665, can be used to build trolling rods?

Any blank can be used for

Any blank can be used for just about anything within reason, don't restrict your choices by how you see the rods built or discribed in a catalog, websites or magazines.
Without more information in your post, it's impossible to help more.

Like spoonplugger said if we had more info on what you will be fishing for we can help more. But either for those rods could be built into an albacore and like trolling rod.
