with a faster action rod most of the action is going to be in the tip portion of the rod as you go from faster to slower action it will flex more down in to the butt end of the rod. I hope this makes sense. The power is how much of a load you are going to be able to put on the rod as you go up on power rating you will get a rod that will be able to cast heavier baits as well as have a little more power in the rod when needed to fight fish.
