I know these are salmon and steelhead rods but I've seen guys use these for striper fishing and plugging on the beaches I've visited.

I have used heavy action

I have used heavy action backbouncing blanks for my live bait eel rods; I have built both spinning and conventional style using this type of blank. My friend uses a 3pc custom built Lamiglas travel steelhead/salmon rod for his plugfishing and does just fine with it.
Based on my eel rods and my friends use of his travel rod, you should not have any issue using either of these rods for saltwater surf fishing with plugs. One word of caution, don't "horse" your fish. Patience is required and makes the fight more enjoyable. I would not recommend you use these rods during an all out "blitz"; you will get some strange looks from other fisherman. Also, real cork grips look great, but take a hell of a beating in the surf.
Good luck!!

Those blanks will handle a

Those blanks will handle a lot. Biggest thing to look out for is be sure you do not high stick them. Do not lift the rod tip above a 45 deg. angle. They will not handle this as well as some of the heavier Saltwater blanks. Hope this helps.
