X82MS vs X711MTS

I'm interested in one of the new short rods and had a few questions. Which rod would be better for fishing #3 and #4 spinners? What does "MTS" stand for? I want a short rod for bank / wade fishing on small rivers.

I would go with the X 82 MS It has a little faster action. This gives the rod a little better feel when fishing spinners. It would be a great choice.
